Chief Executive Officer
John Medcalf founded VOTEC Corporation (fka Proform Software) in 1979 and serves as the company's Chief Executive Officer. In addition to his executive duties, John provides design guidance for the company's accessible elections initiative. John's accomplishments in the election technology space include mini-computer and PC-based ballot counting solutions, PostScript ballot printing for punch card and optical scan ballots, and the creation of signature digitizing hardware and software. John is most pleased to have learned early on that customers wanted VOTEC staff to speak their language. Thus the many hires from elections offices.
President - Director of Compliance Practices
Karen Richards serves as the project manager for new projects and major software/hardware releases for VOTEC’s VoteSafe and VEMACS solutions. Karen is responsible for gathering all business requirements both from the customers and via independent marketplace research to ensure software is in compliance with all statutory requirements. She also creates project documentation that outlines technical requirements, glossary of terms, statutory requirements, and other critical materials for VoteSafe and VEMACS. Prior to joining VOTEC in 2011, Karen worked for 30 years at the Texas Secretary of State’s Office as Director of Voter Registration. Karen earned a degree in Business from Texas A&M University. Vice President & Oracle Master Database Administrator
Liz Cameron has been with VOTEC since 1991 and manages the installation and tuning of Oracle Database Systems for approximately 140 customers. Prior to her tenure at VOTEC, Liz served as the Technical Support Director for the Orange County, Florida Supervisor of Elections where she helped to develop and maintain the county’s in-house voter registration and election management systems. Liz also managed the county’s GIS applications and voting equipment. She was instrumental in voting system certification efforts in Florida through her work in Orange County. Liz is a certified Oracle Master Database Administrator and studied accounting and computer science.
Director of Technical Services
Since joining VOTEC in 1995, Andy Young has overseen the design and programming of the company’s VEMACS Data Management solution. Under Andy’s direction, VEMACS has grown from a basic voter registration system supporting a handful of local jurisdictions to a full-featured and robust election management system supporting over 150 counties including five of the 20 most populous in the United States. Prior to joining VOTEC, Andy worked for Skagit County Auditor in Washington where he managed the Elections and Land Records departments. Andy earned a degree in Accounting from Western Washington University.
Senior Software Developer
Tom Nolan joined VOTEC in 2001 and his responsibilities at VOTEC include the design and development of the VEMACS voter registration software Tom also performs data conversion for new VEMACS customers and provides technical support for existing customers. Prior to joining VOTEC, Tom worked for the San Diego County Registrar of Voters’ office in California developing custom applications used for ballot ordering, assembly and distribution of poll supplies, pollworker recruitment and training, assigning collection center and troubleshooter areas, and tracking provisional and write-in ballots.
Tom attended the University of California at San Diego and studied Information Systems at San Diego State University.
Director of Operations
Since joining VOTEC in 2003, Randy Propp’s responsibilities have included the oversight of the VOTEC Support Team and assisting with new customer conversions and updates. Randy also manages the company’s information technology infrastructure which includes Windows Server environments, networks, and staff resources. Randy began his career in elections with the Weld County Clerk & Recorder's office in Colorado managing voter registration, mapping, and ballot programming for the county. He was also instrumental in the conversion of the county’s in-house voter registration system to VOTEC's VEMACS in 2001.
Director of Training
Linda Cummings manages the training of all current and new customers on VOTEC’s election technology solutions. Linda is also responsible for the development of training materials and assists with customer support activities. Prior to joining VOTEC in 2008, Linda served as the Voter Services Director for Chester County, Pennsylvania for over 20 years where, during her tenure, she coordinated the selection and installation of the jurisdiction’s electronic voting system and two voter registration systems.
Quality Assurance Manager
Michael Wilkinson joined VOTEC in 2016 as Quality Assurance Manager. Michael is also responsible for qualifying computer hardware and Windows for the VoteSafe voter management solution. Michael oversees VOTEC’s lab operations for testing and troubleshooting and serves as part of the design team for the WelcomeVoter Kiosk. He introduced the use of Windows 10 Enterprise Long Term Servicing Channel for VoteSafe (formerly "Kiosk" license) to support strong lockdown of Windows for our customers. Prior to joining VOTEC, Michael served as the Information Services Manager for Shriners Hospitals for Children in Los Angeles where under his leadership the department grew fivefold while supporting 200 doctors, nurses and staff. During his tenure, electronic medical records were implemented at the hospital with Michael's oversight. Michael is a Microsoft Certified Systems Engineer.
